IDEA stands for Individuals with Disabilities Education Act. This act is a federal law that requires education for all students with disabilities. In addition, IDEA "promotes objective assessment practices and due process procedures" to ensure that the parents and student are happy with the evaluation and placement. The revision of this act in 2004 placed "more emphasis on the assessment of all students for measuring attainment if educational standards within the general curriculum". (Overton 4) This revision really put an emphasis on all of the students including "setting high standards of achievement for students with disabilities." (Overton 6) IDEA expects that the teachers and schools ensure student achievement.

Elementary and Secondary Education Act is a legislation that was enacted in 2002 that also placed a stronger emphasis on the role of assessments. It supports IDEA and goes beyond it as well. Along with IDEA 2004, the Elementary and Secondary Education Ac. t "further emphasized educators' accountability for the academic performance of all children. Accountability in this sense means that statewide assessment of all students to measure their performance against the standards of achievement." (Overton 6) Simply put, students with disabilities and students in the general education are assessed on the same principles.

MEAP stands for Michigan Educational Assessment Program and it is a standardized test specific to the state of Michigan. This test is required to be taken by all public school students in Michigan that are in elementary school and middle school. The MEAP is a high stakes test in which the results affect the schools and students. There are other assessments that can be given to students with disabilties called the MEAP-Access and the MI-Access depending on the disability.
